VyOS version lifetime and deprecation schedule

Support services are provided exclusively for non-deprecated VyOS versions.
The deprecation schedule is as follows:
- After the release of a new major LTS version (indicated by a 0 at the end of the version number), that major version lineup will be supported for the next 3 years.
- Only the latest 3 minor versions within the active major LTS lineup will receive support.
